Communities should enact special permit zoning bylaws with good, solid special permit criteria, and major plan review regulations for the review of large development projects. These regulations would establish project thresholds, decision criteria and performance standards for the permitting process. [1]

There is no zoning in place to deal with projects of this magnitude. Also, planning and zoning needs to look at the by-laws to determine if there needs to be any modifications to keep undesirable businesses from cropping up. An example of such a by-law is the recently proposed by-law change that forbids adult entertainment venues from serving liquor.

Also, it is worth noting that the town will not have control over the casino as an alcohol serving place of business. The casino is licensed to serve alcohol 24 hours a day.  As a result, drunk driving and accidents will increase at all times of day.
